Will Underwater Borrowers Really Benefit From New HARP Program?

Refinance Program for Underwater Borrowers announced this week and I have to wonder about all those borrowers that TRIED to get their mortgages refinanced, but based on faulty advice from understaffed mortgage servicers and well intentioned friends, let their mortgages go delinquent! Many had the school of thought that if you were not behind on your mortgage, then the bank wouldn't help you.
